The issue of farmers troubled by fake pesticides and adulteration of seeds has reached the Lok Sabha. BJP MP Krishan Pal Singh Yadav, in a written question, asked what steps have been taken by the government to prevent adulteration of chemicals, pesticides and seeds used by farmers in food items and food production.
How many laboratories are there to test this and do they have skilled technicians for testing? In response to this, the Union Agriculture Ministry has said that there are only 74 pesticide testing labs and 126 seed testing labs in the country.

The question is, are these laboratories enough in a country with 14.5 crore farmer families? Whereas agriculture expert Binod Anand says that there is a bigger business of fake pesticides than real. That’s why only 74 labs are insufficient. There should be at least one lab in every district for its testing. If adulteration and spurious fertilizers, seeds, pesticides are banned, then the income of farmers can be more than double. On the other hand, Agriculture and Farmers Welfare Minister Narendra Singh Tomar says that fertilizers and pesticides are chemicals used by farmers in agriculture.
In order to ensure the supply of good quality manure to the farmers, the government has issued the Fertilizer (Control) Order, 1985 (Fertilizer Control Order) under the Essential Commodities Act, 1955, under which the standards of various fertilizers have been set. Clause-19 of the FCO strictly prohibits the sale of fertilizers not falling in the prescribed standards. Violation of this is punishable with imprisonment from 3 months to 7 years.
How many officers to check pesticide quality
There is a provision to maintain the quality of pesticides under the Insecticides Act, 1968 and the Insecticides Rules, 1971. Under the Act, pesticide inspectors appointed by the central and state governments are empowered to search premises, seize documents, prevent the distribution or sale of insecticides within their jurisdiction.
At present, 10,672 officers of various state governments and 191 officers of the central government have been notified as pesticide inspectors to check and manage the quality of pesticides. At present, Tamil Nadu has the maximum number of 15 pesticide testing labs. Apart from this, there are 7 labs in Rajasthan, 6 in Karnataka, 5 in Andhra Pradesh and 4-4 in Maharashtra, Haryana and Uttar Pradesh.
What is the process of action on counterfeit pesticides
Pesticide inspectors conduct regular or surprise checks of manufacturing units and sales centers. Samples are taken to ascertain the quality of pesticides. Their report is confirmed at the Central Insecticides Laboratory. If the samples of pesticides are reported to be misbranded by the pesticide analyst, then legal action is initiated against the manufacturers or dealers or retailers. For violation of the provisions of the Insecticides Act, 1968, show cause notices are issued against them and prosecuted.

In respect of pesticides, 71 State Pesticide Testing Laboratories have been established in 25 States and 2 UTs with a total annual testing capacity of 77,040 samples. Also, to support the resources of the Governments, the Central Government has set up two Regional Insecticide Testing Laboratories at Chandigarh and Kanpur with an annual testing capacity of 4,700 samples and a Central Insecticide Laboratory as a referral laboratory.
