Parliament on Wednesday passed the Coconut Development Board (Amendment) Bill, 2021. The bill was passed in the Lok Sabha amid huge uproar over the Pegasus ‘espionage’ case and three agricultural laws. Through this bill, a provision has been made to create the post of ‘Non-Executive Chairman’ in the Coconut Development Board. The bill was passed by the Rajya Sabha last week.
Union Agriculture Minister Narendra Singh Tomar introduced this bill amidst heavy uproar in Parliament. The bill was laid on the table of Parliament amid protests against the Pegasus case and agricultural laws. The bill was passed by voice vote without any discussion in the house. Regarding the bill, the Agriculture Minister said that it will benefit the coconut farmers of different states of the country.
what happened the change in law
The new bill amends the Coconut Development Board Act, 1979 and allows the appointment of a non-executive chairman on the board. Apart from this, a Chief Executive Officer and Ex-officio Joint Secretary can be appointed in the board. This appointment will be done for the Government of India. At present there are a total of four members in the board, but according to the new bill, a total of six members can be appointed.
The Coconut Development Board (CBD) helps in promoting coconut cultivation and related industries in the country. This board works under the Ministry of Agriculture for coconut development. This board deals with the production and distribution of coconut planting material, expansion of area under coconut, productivity improvement, large scale farming plans, coconut water, copra, coconut oil, raw kernel, coconut cake. Along with this, information is given to the farmers about the processing and new technology of coconut products.

Coconut Development Board suggests new measures for the development of coconut industry. Provides technical advice to people associated with coconut farming and industry. Provides financial assistance to farmers for coconut cultivation. Explains ways to get the right price for coconut and its products. Gives its opinion on how proper marketing, branding can be done for coconut and its related products.
